"Feeds" and "Speeds" go hand in hand, what really matters is the combination of feedrate and RPM values for a given situation. Actually, they are also somewhat coupled with a number of other parameters ( depth and width of cut), so "feeds and speeds" is often short for "all the cutting parameters".
